CHILDREN’S INTERNET PROTECTION ACT (CIPA) NOTICE

Effective Date: September 17, 2026

Notice to Parents, Guardians, Students, and Staff

Orangeburg High School for Health Professions, in partnership with Orangeburg County School District, is committed to providing students with safe, secure, and educationally appropriate access to the Internet and digital resources.

In accordance with the Children’s Internet Protection Act (CIPA), the District has implemented technology protection measures designed to protect students from accessing inappropriate material through District-owned or District-managed Internet-connected devices and networks.

Internet Safety and Content Filtering

The District uses Internet filtering and network security technologies to help prevent access to visual depictions that are:

• Obscene;

• Considered child pornography; or

• Harmful to minors, when access is provided to minors.

Filtering and security measures may also restrict access to websites, applications, services, or online content that are inconsistent with the District's educational mission or acceptable-use requirements.

Because no filtering system can identify every website or online resource accurately, students and staff are expected to use District technology responsibly and in accordance with all applicable District policies.

Protection of Minors

The District maintains technology protection measures that address Internet safety and help protect minors from inappropriate online content.

These measures may include filtering or blocking access to content involving:

• Obscenity;

• Child pornography;

• Material harmful to minors;

• Malicious or unsafe websites;

• Certain social media and online services;

• Gambling and other inappropriate activities; and

• Other content restricted by District policy.

The District also provides instruction and guidance regarding appropriate online behavior, including interacting with other individuals online, cyberbullying awareness and response, and protecting students' personal information.

Monitoring of Student Internet Use

Internet access provided through District networks and devices may be monitored, logged, filtered, or reviewed for legitimate educational, administrative, security, and legal purposes.

Students should have no expectation of privacy when using District-owned devices, accounts, networks, or other technology resources, except as otherwise provided by law or District policy.

Technology Protection Measures

The District's technology protection measures are intended to provide reasonable protection while allowing students and staff access to legitimate educational resources.

Filtering may occasionally block educationally appropriate content. When this occurs, staff members may submit a request for review or temporary access in accordance with District procedures.

Similarly, content that appears to be inappropriate but is not blocked should be reported to a teacher, administrator, or the District's Technology Department.

Student Responsibilities

Students are expected to:

1. Use District technology resources for authorized educational purposes.

2. Follow the District's acceptable-use and technology policies.

3. Never attempt to bypass, disable, or circumvent Internet filters or other security controls.

4. Report inappropriate, unsafe, or suspicious online content to a teacher or school administrator.

5. Protect passwords, accounts, and personal information.

6. Use respectful and appropriate behavior when communicating online.

7. Follow all applicable federal, state, and local laws.

Violation of District technology policies may result in disciplinary action, restriction or loss of technology privileges, and/or other consequences permitted by District policy and applicable law.

Reporting Inappropriate Content

Parents, guardians, students, and staff who become aware of inappropriate Internet content accessible through District technology are encouraged to report the issue promptly.

CIPA Compliance

Orangeburg High School for Health Professions and Orangeburg County School District maintain Internet safety and technology protection measures consistent with the requirements of the Children’s Internet Protection Act (CIPA).

This notice is provided to inform parents, guardians, students, and staff of the District's Internet safety practices and technology protection measures.
